ACC Finance & Administrative Services Update
Arapahoe Community College’s Division of Finance & Administrative Services made transformational progress in the past year to establish improved fiscal infrastructure, build high-performing teams, and position the DFAS as a strategic partner in ACC's mission to provide learners with the skills and opportunities to thrive. We created a centralized budget office, implemented transparency practices that have been highly successful across divisions, and developed foundational processes that will serve the college and its students for years to come.
This work directly supports ACC's Strategic Plan for Transformation 2025-2030, particularly the imperatives of fostering accountability through transparent fiscal practices and nurturing a culture of innovation through new systems and tools. The DFAS moved from reactive to proactive fiscal management, creating the infrastructure needed for data-informed decision-making and institutional sustainability to support student success initiatives.
Examples:
- Established the Director of Finance & Administrative Services role by restructuring an open AVP position.
- Filled the Director of Budget & Planning position to establish ACC's first centralized budget office. Also, created the position of Budget Analyst by restructuring an already existing position.
- Implemented quarterly budget review meetings with all five divisions, creating structured engagement with budget-to-actual performance data based on the Board-approved budget.
- Following recommendations from a consultant review, made a number of structural changes to Fiscal Services in order to improve operational efficiency.
- Navigated retirement of three long-time Fiscal Services staff members, transforming challenges into opportunity by reviewing staffing distribution and optimizing team structure.
- The Controller and Purchasing staff updated key fiscal processes strengthening financial controls and transparency: Contract Approval & Delegation of Signature Authority, Purchasing Approvals, Travel Processes, College-Branded Promotional Items (SWAG), and Gift, Prizes, Awards, Honorariums, and Stipends (GPAHS) processes. Followed procedure to approve new processes through Cabinet.
- Professional development across the division included participation in CCCS Next Level Manager Training, AICPA Women's Global Leadership Conference, State Employees Leading Colorado (SELC) conference, and the annual Western Association of College and University Business Officials (WACUBO) conference.
- The Associate Vice President of Facilities and his team worked to improve campus reliability through replacement of aging generators and electrical systems and completing a door access project.
- Facilities leadership, Purchasing, and President’s Cabinet worked together to move forward an Energy Performance Contract, creating a financially responsible / sustainable path to address infrastructure needs and significantly reduce campus energy use and associated expenses.
- Strategic Alignment with ACC's 2025-2030 Transformation Plan
- Solution-Focused Education: Ensured fiscal operations support student success through transparent fee structures, improved financial planning, and resource allocation aligned with educational outcomes.
- Community-Driven Workforce Collaboration: Strengthened internal partnerships across divisions and external collaboration with the Colorado Community College System and community partners to support workforce and economic development.
- Foster Accountability: Established transparent budget processes, quarterly reviews, and clear fiscal procedures that uphold open, honest communication and ethical stewardship of college and taxpayer resources.
- Culture of Innovation: Introduced AI tools (BoodleBox), implemented new systems (work orders, contract tracking, etc.), and created digital infrastructure to nurture innovation.
